Arunachal Govt Presents Budget With Rs 39,000 Crore Outlay for FY26

Chowna Mein, the deputy chief minister of Arunachal Pradesh, gave the assembly a budget today that calls for spending over Rs 39,842 crore for the fiscal year 2025–2026.

The budget placed a strong emphasis on empowering people on the social and economic fronts.

Mein described the budget as a "transformative step" in the state's growth trajectory and reiterated the government's commitment to supporting research, entrepreneurship, and technical developments while cultivating a competent and vibrant workforce.

The state government estimated income receipts to be Rs 34,544.07 crore and capital receipts to be Rs 5,298.16 crore in the 2025–2026 budget estimates, for a total of Rs 39,842.23 crore.

This marks an 11.16 per cent increase from the Rs 35,840.79 crore estimated in the 2024-25 budget.

Compared to the budget forecasts of Rs 25,931.87 crore for 2024–2025, revenue spending is anticipated to be Rs 29,963.33 crore. 

 

Additionally, compared to the budget forecasts of Rs 9,533.34 crore for 2024–2025, the expected capital expenditure, including loan components, is Rs 9,878.90 crore.

The expected total expenditure for the fiscal year 2025–06 is Rs39,842.23 crore.

Mein, the person in charge of the finance, planning, and investment portfolios, explained that the fiscal deficit of Rs 966.65 crore, or 2.02 percent of the GDP, is in line with the Arunachal Pradesh FRBM Act, 2006's fiscal responsibility goals.

"The vision for a 'Viksit Arunachal' aims to achieve zero poverty, universal quality education, accessible and affordable healthcare, full employment through skilled labor, economic inclusion of over 70 percent of women, and a transformation of farmers into key contributors to become the fruit bowl of India," he said, referring to the Union Budget.

He highlighted the government's commitment to raising capital spending in order to construct assets that will promote inclusive development and be both socially and economically effective.

Significant funds were set aside in the budget for a number of sectors, including health (Rs 369 crore), education (Rs 3,000 crore), women and child development (Rs 392 crore), the Chief Minister Social Security Scheme (Rs 100 crore), "Mission Antyodaya" (Rs 435 crore), and skill development (Rs 106 crore).

To ensure connectivity to every village by 2029, Rs 2,000 crore has been set aside over the next four years under the new Chief Minister's Rural Connectivity Scheme to refurbish and build rural roads and bridges that are not covered by the Pradhan Mantri Gram Sadak Yojana.
