Government Unveils Plan to Enhance Coal Production with Global Mining Operators
The Ministry of Coal has launched an ambitious initiative to revolutionize coal mining in India by collaborating with global Mining Developers cum Operators (MDOs). This plan aims to significantly increase coal production and reduce the country’s reliance on imported coal by introducing cutting-edge technology into the sector.
On Tuesday, the Coal Ministry announced that MDOs will be responsible for the excavation, extraction, and delivery of coal to Coal India Limited (CIL) in accordance with approved mining plans. This strategic move is expected to modernize mining practices, cut costs, and enhance operational efficiency.
Initially, CIL had earmarked 15 coal mine projects with a combined capacity of 168 million tonnes for MDO implementation. This number has now expanded to 28 projects, including 18 opencast and 10 underground mines, with a total capacity of 257 million tonnes. So far, 18 of these mines have been awarded to leading private parties, marking a significant milestone in the project.
The Coal Ministry emphasized that these MDOs, selected through open global tenders, will oversee the entire mining process. Their role includes managing excavation, extraction, and coal delivery, with a focus on integrating advanced technology and boosting production efficiency.
In addition to production, MDOs will handle critical aspects such as Rehabilitation and Resettlement (R&R) issues, land acquisitions, and environmental clearances. They will also coordinate with State and Central Pollution Control Boards to ensure strict adherence to environmental standards.
Each contract with the MDOs will have a duration of 25 years or the life of the mine, whichever is shorter, providing long-term stability and ongoing advancements in mining operations. The Ministry of Coal's initiative marks a significant step towards modernizing India’s coal sector and enhancing the country's coal production capabilities.
