NHAI Calls for Global EOI to Implement GNSS-Based Electronic Toll Collection in India
To enhance the tolling experience on National Highways and improve the efficiency and transparency of toll operations, the Indian Highways Management Company Limited (IHMCL), a subsidiary of the National Highways Authority of India (NHAI), has issued a Global Expression of Interest (EOI). The EOI invites innovative and qualified companies to develop and implement a GNSS-based Electronic Toll Collection (ETC) system in India.
The NHAI plans to integrate the GNSS-based ETC system with the existing FASTag system, initially employing a hybrid approach that combines both RFID-based ETC and GNSS-based ETC. During this phase, dedicated GNSS lanes will be available at toll plazas, allowing vehicles equipped with the GNSS system to pass through without stopping. Eventually, as GNSS-based ETC becomes more prevalent, all toll lanes will be transitioned to GNSS.
The EOI seeks to identify companies with the expertise to develop a robust, scalable, and efficient Toll Charger Software, which will be critical for the deployment of the GNSS-based ETC system. The EOI outlines a comprehensive implementation plan and invites suggestions from interested parties. Companies are invited to express their interest by emailing [tenders@ihmcl.com](mailto:tenders@ihmcl.com) by 1500 hrs (IST) on July 22, 2024.
The introduction of the GNSS-based ETC system is expected to provide several benefits to highway users, including barrier-free, continuous tolling and distance-based toll collection, where users pay only for the portion of the highway they have traveled. This system aims to improve traffic flow by eliminating the need for stopping at toll plazas, thereby reducing congestion and travel time.
Furthermore, the GNSS-based ETC system is designed to enhance toll collection efficiency by minimizing revenue leakages and preventing toll evasion. The new system is anticipated to contribute to environmental benefits by reducing fuel consumption and emissions associated with stop-and-go traffic at conventional toll booths.
This initiative represents a significant step towards modernizing India's toll collection infrastructure, aligning with global practices, and promoting a more efficient, transparent, and user-friendly tolling system. The NHAI's plan is expected to transform toll operations and offer a smoother, faster, and more convenient travel experience for commuters on India's National Highways.
